Biography

Larry J. Cohen, CAPP is a parking, transportation, and mobility professional with nearly 40 years of experience.

In his primary role he is currently in his 10th year as Executive Director of the Lancaster Parking Authority in Lancaster, PA.

His previous experiences have included owning his own parking company, servicing venues such as the former Veterans Stadium in Philadelphia, PA, being Vice-President of Parking Planning for a New York City consulting firm, and being past Director of Parking and Transportation Services at The George Washington University, Johns Hopkins and University of Pennsylvania Health Systems.

In 2018, Larry was re-elected to the Board of Directors of the International Parking and Mobility Institute (IPMI), served as a four-term President of The Middle Atlantic Parking Association, is a member of the Pennsylvania Parking Association and is a Certified Administrator of Public Parking (CAPP). 

He has presented webinars and has spoken at numerous conferences around the country, written a wide range of articles and is a featured contributor to the monthly “Ask The Expert” column for “Parking & Mobility” magazine as well as having served as a technical advisor for the U.S. Department of Labor and the Civil Engineer Research Foundation (CERF).

He authored the groundbreaking “Saving Lives” article in August 2015, and a recent updated case study in November 2018 for the International Parking & Mobility Institute (IPMI). These articles are used as benchmarks in implementing suicide mitigation initiatives for parking facilities & buildings. Larry also was a key contributor to the 2014 white paper, “Suicide in Parking Facilities: Prevention, Response, and Recovery” as well as presenting nationally at conferences and webinars.

Larry provides consulting services to institutions around the country in assessing and recommending a broad ranging tactical plan for mitigation efforts.
